Its not that including them breaks the game in any way. The publisher just said that they were not playtested to ensure a quality game experience.

Adding two non-defensive cards will slightly reduce the ratio of defensive cards. This will make your chances of getting a defensive card when you really need it a little more sporadic. Probably not a big deal, especially since any card can be used to create an Avian species, and that automatically comes with a defensive card: Flight.
