The 3 power house card for Stark in the original game has 2 fortifications on it, I would have thought it deserved swords instead as most of the other higher powered cards have swords. It seems a bit of a disadvantage that someone would have to play his 3 card knowing he would lose just to protect his units, where that card seems to be one you would be on the offensive with.

Has anyone tried playing where they change the icons to swords --- has it helped the game and / or Stark, or would it create an imbalance? Just curious, I was thinking of trying it.

It's 'out of character' for Eddard Stark to have swords.

Also notice that the card sets plus board position is supposed to be balanced--it's not, quite, but Stark isn't on the short end of the stick.

It's also a great card for a likely-successful attack. You play it, and either win (yay!) or don't die (yay!).

It is different from most houses but you could say the same about the "Stannis" card with 3 power and one sword and one castle. You don't necessarily need swords to cause casualties, units that can't retreat or are already routed will be destroyed if they loose a battle. It also creates uncertainty in your enemies as to when you will use it.
