Hello there.

So I can't for the life of me figure out why there are different deployment decks. For background, we've only played a couple of missions but it seems like there's one for the rebel players and one for the Imperial player but what about the third one?

The third one is for Mercenaries (mostly bounty hunters etc.)

In campaign, the imperial player can use them as if they were imperial figures. You can pick them for open groups or in some missions they come as part of the initial/reserve groups.

In skirmish, they function as their own faction. So you actually have 3 factions to play as (when building your force, you can't have units from more than 1 faction without specific upgrade cards).

Also, in the Imperial deployment deck, there is one cheap card that allows the imperial player to deploy up to 2 Mercenary groups.

Note that this is for Skirmish (the Temporary Alliance skirmish upgrade card). The skirmish upgrade cards are not used in the campaign.

Like said above, in the campaign all figures controlled by the imperial player are imperial figures, whether their affiliation is imperial (mb) or mercenary (mb).
