This is how I've handled solo play. The goal is simply to maximize your score. It does away with dummy players.

Setup:
Staff: Either take an A/B/C/D packet, or else draw nine cards and discard three.

Guests: Fill the board with guests. Choose one. Discard the remaining one on the right most space, slide all to the right and refill.

Politics: Draw three cards and put them down in any order you choose. The order will become significant later.

Each turn will be played as normal. You will roll NINE dice. There is no rule for discarding dice taken by dummy players. Instead you just take two consecutive turns. It is roughly equivalent to playing two-player where you go second. However, you can always discard a die and reroll the remaining dice before either or both of your turns.

At the end of the ROUND, discard the right most guest, slide right, and refill.

Politics: Before the beginning of the fourth round, place an opponent's disc on the "15" point space of the left most politics card. Then prior to the next TURN, place a disc on the "15" space of the second card. Every turn, another space gets filled. If this rule would cause you to cover a space with an opponent's piece which you've already covered with your own, you do not place an opponent's piece that turn (you beat him out!) So if the three politics cards are A, B, and C, each turn, starting on the fourth round, you cover up (Turn 1, Turn 2)

A 15, B 15,
C 15, A 10,
B 10, C 10
A 5, B 5

B5 would get covered before the second turn of the seventh round, and C5 would always be there for you to score at the very end. As suggested above, you get to decide at the beginning of the game, which of the three cards take the A/B/C position, depending on what you think you can hit first.

Many thanks for this. The game lends itself surprisingly well to solo play and is relaxing without being too thinky. I play a rule that the guests fill up when you take or buy one, as usual. But if you want to discard one in the zero-cost spaces (because you don't want it and want to free up the space) it costs you 1 krone.

Very elegant, instead of a complex AI just removing a die, which simulates the player always going second in a 2 game. On the other hand you can pass immediatly without more dice removed so it kinda compensates.

With that and the political objectives going away it's a very good solo experience.
