At the beginning of a mission do you start with threat level zero or your mission threat level? If you start with the mission threat level then can i do an optional deployment at the start of round 1?

Start with zero unless the mission briefing says otherwise. Initial threat and initial optional deployments are only by a specific scenario's rules.

And remember the difference between 'threat' and 'threat level.' While related to each other, they are two distinct values with different uses in play.

The threat counter will start at 0 in the beginning of each mission. The threat counter is increased by the threat level (which is specified by the current slot of the campaign log) in the increase threat step of the status phase.

The setup instructions may give additional instructions though, and in those missions you do what they say.

For example, they may say to increase the threat by twice the threat level and perform an optional deployment.
