Game rules for 8 players:

1Goal

The Liberals win if:
Secret Hitler is killed
or
five liberal policies are enacted

The Fascists and Secret Hitler win if:
six fascist policies are enacted
or
Secret Hitler is elected chancellor after a third fascist policy has been enacted.


2Setup

Each player will get one of three roles. There will be:

5 Liberals (Doesn't know anyone's role)
2 Fascists (Know each other and who is secret Hitler)
1 Secret Hitler (Doesn't know anyone's role)

In a paper game you would get more cards for votes and other stuff but we won't need them here!

A table order will be randomly determined as well as a first president.

The policy deck will be shuffled. It contains:
11 Fascist policy cards and 6 Liberal policy cards.

3Gameplay

Game takes place over a series of rounds.

1Election
The next player on table order becomes president (skipped on first round) and nominates a Chancellor. A player who has enacted the last policy cannot be nominated as chancellor. (this includes the last president and the last chancellor in a 8 player game)

Then every player will vote to approve or not this legislative duo. 5 yes votes means they have been elected.

If there are not 5 YES votes then the president passes to the next player.

If 3 elections fail in a row. A random policy is drawn from the top of the deck and is immediately enacted. Everyone is eligible to be president or chancellor on the next round if this happens.

After an election succeeds, we go to the Legislative phase.

Remember, If 3 fascist policies have been enacted and secret Hitler is elected chancellor, he reveals himself and the game is immediately over. The fascists and Secret Hitler win.

2Legislative Phase

As soon as we enter this phase: NO POSTING IS ALLOWED.

The president draws 3 policies from the deck and discards one face down and passes the remaining two to the chancellor. The Chancellors then also discards one face down and the last card is revealed and enacted.

If there are less than 3 policies left in the deck, we pick up all discarded cards and shuffle them with the remaining cards to create a new deck.

3Executive action phase

Whenever a policy is enacted it is placed on it's corresponding track. Liberal policies have no effect and this phase is skipped But whenever a fascist policy is enacted, it may grant a special power usable at this phase.

the power MUST be used.

With 8 players, here are the powers:

First Fascist Policy: Nothing
Second Fascist Policy: Investigation (president chooses a player and will learn his political affiliation. He will not learn is someone is secret Hitler, only if he is a fascist or a liberal)
Third Fascist Policy: Special Election (The president chooses who will be president for the next election, play will resume from it's original order after this election)

At this points the Fascists win if Secret Hitler is elected as chancellor!

Fourth Fascist Policy: Execution (President chooses someone to be eliminated from the game and cannot say anything more, that player's role is not revealed unless he is secret Hitler in which case the liberals win!)
Fifth Fascist Policy: Execution (President chooses someone to be eliminated from the game and cannot say anything more, that player's role is not revealed unless he is secret Hitler in which case the liberals win!)

Veto Power: At this point, after the president has passed 2 policy cards to the chancellor, the chancellor may declares he wants to veto the agenda. The president has to decide if he also wants to veto. If he does not, policy is enacted. If he does approve, both cards are discarded face down and president passes to the next player in the table order.

IMPORTANT: Using the veto power counts as a failed government. meaning it will count the same way as voting no in the elections. (if this or no votes happen 3 times in a row, a random policy will be enacted from the top of the deck.

Sixth Fascist Policy: The fascists win! Heil Secret Hitler!

It's been suggested that we should have regular deadlines a la lynch time in werewolf. I'm open to doing/enforcing that (my schedule would mean if they were regular they'd need to be around 4pm BGG time) or just generally chasing people if they disappear.

I am going away at the weekend, and I'm going to Essen in October. Apart from that, I should be able to check regularly so I'll play if that's not a problem.

Just to paraphrase what I posted in the waiting room thread, this is what we use in The Resistance PbFs:

24hrs for each official action, not including weekends.

So when the mod announces a player should choose their team, they have 24 hours to do so.
From that point the table has 24 hours to send their vote in.
Results also get 24 hours, but there would be twice as many here I guess, as both the President and Chancellor need to do that.

I guess Werewolf times would make sense too. I've never played it, in part due to my shifts being all over the place. But if we set it up I'm sure I'd be able to do everything in the right amount of time

Otherwise, how's it done in the older games? No time limits?

...and we are at 7!

I will send GMs to get confirmation from those players who signed up/posted before today.

I will leave sign ups open until 4pm BGG time (10pm BST) Wednesday, or until we have the happy chance of 10 confirmed sign ups. Assuming we still have at least 7 players at that point, I will randomise player order, hand out roles, and start the game.

For the moment I intend to gently encourage the 24 hour (except weekends) turnaround TomTi89 suggests above. Some previous games have seemed to drag a bit, and suffered from loss of momentum. I will be processing orders at 4pm BGG each day, which will start the clock each time, but feel free to react to bolded orders before then.
