In a 4-player game, you remove two worker tiles each before the game starts.

However, in the Chocolatl expansion modules, you also remove numerous markets and cacao tiles.

How would the balance of the game change if you just used EVERYTHING?

My first two thoughts:

1) Water would be even more scarce.
2) Buying and selling cacao will be considerably more lucrative than temples or water, due to the abundance of these tiles in the game.

But, would it work? What changes would need to be made to balance it?

The tile counts between worker tiles and jungle tiles are adjusted so worker tiles always outnumber jungle tiles. The 2 player game uses 22 worker tiles and 21 jungle tiles. The 3 player game uses 30 worker tiles and 28 jungle tiles. The 4 player game uses 36 worker tiles and 28 jungle tiles. These adjustments ensure that the game stays a certain play length and that the sun tokens can be used to overbuild.

If you use everything, you would have 44 worker tiles and 37 jungle tiles. So, sun tokens still have value, but you would certainly increase the play length. Also, with more opportunities to trade cacao/chocolate, I don't think there would be enough gold to go around.
