which areas on map are restricted?

i understand oceans, capital city (noctis)... but are areas with bold descriptions like ascraeus mons or tharsis thorus also unavailable for regular build actions (city and greenery)?

or only the oceans, capital and two moon colonies (all 3 with dome cities icon) are considered restricted?

The bold locations are not restricted. They are in bold print because "lava flows" #140 is a card that must be placed in one of those four locations. Other than that you are right oceans go in blue he's (unless printed otherwise on the card), and Noctis City, Phobis Space Haven, and Ganymede Colony are reserved for the specific cards that reference them.

Just making sure that you see the difference: Noctis City is not the Capital. There is a separate card for building the Capital, which plays the white special city tile, and scores for both greenerys and oceans adjacent to it.

Noctis City plays a ordinary city tile on the reserved area. Noctis city is also allowed to be placed next to other cities if they were played before Noctis city.
