Yes it was. Kingsburg: To Forge a Realm has multiple modules you can add as you want. Personally, I think it takes a good Kingsburg game and improves it considerably. If you don't like the randomness of the dice at the end of the year, utilize the tokens. If you want player specific powers, it has it. If you want variety on your buildings, it has it. If you want rule changing events for every year, it has that. In my mind it is one of the "must have" expansions that really helps to bring out the base game (similar to how I feel about Tuscany for Viticulture).

I thought there was another expansion coming out, but it is just that... not yet released.

Still part of the same expansion. Purchase-wise, you buy that and it all comes with that. You can't purchase them separately. If it's a matter of what modules to use, then that's another thing entirely.

New reprint includes the expansion but with an additional module. Rumor has it that the new module will be available for purchase separately for people who already own the original edition.

I'd skip To Forge A Realm and spend that money on the custom dice expansion instead.
