I lost part of the text but my initial question was as follow:

Do you need to ALWAYS destroy a building of a previous technology level before building a new one more advanced on the same lot OR can you build a more advance building (let's say a gold one) once you have reached the appropriate level on the points track and you own enough lots, even if they're is no silver buildings on those lots?

Bonjour Michel,
If you've reached that tech level you can build directly in silver or gold on any open land that belongs to you. No need to always go through the upgrade cycle.
The new rulebook makes that clearer with many examples. A fan of the game even translated it in French.
Example 3 page 6 shows a player building in silver on open land.
