All of my favorite games pretty much fit this description. There are a couple of exceptions but I find this to be just the right playing time and number of people for my preference. It is alright if the game is a little shorter or longer but the 60 min, 2-5 player game is really my sweet spot. I also like games that are quite approachable but also strategic. I will list the games that I own that I feel fit this criteria.

Very good:

Ra (this is probably my favorite game ever, Reiner Knizia is a genius)
Kingsburg (I hear the expansion is really helpful)
Karuba (only plays 4 but still totally gives the good time and easy nature that I am looking for)
Splendor (fun, strategic, and accessible)
Roll for the Galaxy (little harder to teach but fun and quick)
Broom service (I hate getting crushed for doing brave actions but the game is good, no denying!)
Concordia (really love this game but can be a little on the long side, still wonderful game though)
Elysium (interesting and fun game)
Agricola (a little longer but so good)
Sheriff of Nottingham (quick, fun, and there is lying )
Tigris and Euphrates (very good, but a little long sometimes)

Quite good:
Dead of Winter (also a really good game, but can be long)
7 wonders (fits everything I need, just played it a lot)
Pandemic (too much quarterbacking for my taste)
Hanabi (also really good game, just a little burned out on teaching new people and having them repeatedly cheat haha)


Awaiting to play with high expectations:
Medici (I hope it is as good as Ra!)
Istanbul (I only hear good things about it)
Keyflower (I know it is longer but I haven't gotten it to the table yet...)

"Betrayal at the house on the hill" might fit the bill. i love it, especially the scenarios with a hidden traitor. Average round is around 60 min. (works best for us with 4 players but 3 is fun too)

My first thought is Isle of Skye: From Chieftain to King bidding, tile laying
Others would be:
Mission: Red Planet (Second edition) role selection and area control
Snow Tails racing

For five in that timeframe I also like

New Bedford but you need to include the expansion.
The Networks played nicely the other night, might go closer to 75 min
Also did
Loony Quest the other night with success.
El Grande is still one of the best area control but like most winds down with less than three

We have similar tastes.
I like Medici well enough, but I like Ra more.
I think Istanbul will be a good fit.

Recommendations for 2-5p, 60ish min., light/med-light:
Alhambra Easy to teach. Plays 2-6.
Alien Frontiers Dice placement like Kingsburg.
Lord of the Rings If you want a co-op and like Tolkien.
Hoity Toity Fast paced simultaneous selection.
Airlines Europe Route building/share holding. Better with 4p.

Fits your description perfectly. Plays fast, with both strategic and tactical decisions.

Unique little worker placement game. Clever mechanics and both subtle and direct interaction.

Tokaido sounds like it matches perfectly.

Kingdom Builder is a good, short, strategic 2-4 player game.
Discworld: Ankh-Morpork is a fun hidden-role worker-placement game for 2-4. Particularly funny if you enjoy Terry Pratchett's books, but still a really solid game even if you don't know the world.

Snowdonia is a terrific worker placement game that scales very well at all player counts (1-5).

Airlines Europe is another excellent one. I haven't played it with two or three, so I don't know how "loose" it would be (although they scale back the # of airlines) but I like it at 4 and 5.

Viticulture Essential Edition !!! It does not feel lengthy although with 5-6 players can last about 90 minutes!!!

Alea Iacta Est fits the bill, and was just reprinted as Order of the Gilded Compass

I also second Kingdom Builder and the expansions. KB is a favorite for my wife and I, and we also like a lot of the OP's favored games.

Pandemic: The Cure plays a bit faster than Pandemic. I also think it is more straight forward and doesn't invoke the alpha player phenomenon as much as Pandemic can.
