We are in the mid of our first PotS campaign, making regular use of the survival action OVERCHARGE. It grants us DEVASTATING 1 for the next attack. Now what exactly is an attack? We define it as the sum of all hits and wounds a survivor can do in his act. That means, that a survivor with, say, two paired Katars theoretically can hit 6 times and then wound 6 times with the effect of DEVASTATING 1 - causing 12 wounds during his one attack.

Is that correct?

Correct, but spelled ambiguously. An attack is the result of spending an activation to attack with a weapon. You then roll to hit, and all hits that succeed make you roll to wound. All of this is part of the same attack.

Yeah, is scary but if you know the nemeses fully enough from the core game, you usually manage to do that at that stage. Luck and mid game bad decisions can haunt you (we lost one campaign on LY 23 due to some tactical idiocy on our part, bad AI deck luck and a trap that came out five times in the same showdown), but you are usually well overpowered by then (we killed a L2 butcher in three turns (he did two, to be clear) in our best nemesis encounter.
