I saw nothing in the rules, or on these boards. I know reputation isn't actually health, but it's annoying to have an enemy run out of rep and then gain nothing from them but the rep they keep taking from you.
AT that point you pretty much just end up running away from them.
In the rules (under 'Reputation') it notes that if a player doesn't have enough to give you they give all they have.
This is actually an intentional design decision. It acts as a subtle catch-up mechanic. It also makes boasting much more attractive when you have little reputation.
