Doesn't this card seem a bit overpowered? Take action to draw 2 cards with no penalty of having to pay for the cards?

The action is pretty powerful, but the cost requirement of having three science tags out is pretty tough. If you can manage it, you probably put some work into it, and it took you a few generations.

Alternatively, you can just place an ocean tile in one spot to grab two cards.

It really gives the feeling of overpoweredness. However, think about it for a while. It costs one energy production (which can be bought for 11M€ as a standard project). So the real cost is 3+21+11 = 35. What you get is 6M€ worth of cards each generation. It is really worth more because of the sheer possibility to get cards apart from the research phase. However, it is also worth less because you might get cards that you don't need or don't want. So, it takes something like 5-6 generations before this gives a break-even effect. But then, not counting VP:s. Seems balanced to me.

I agree with previous responses. Gathering 3 science cards is not so obvious nor easy task to do. Going for science is pretty labourious and means you had let go Jovian, animal or something-other cards.
