In the set up phase rule sais:

1 cattleman - which she places next to her player board for now.

And later this is mentioned:

On your very rst turn of the game, place your cattleman onto any neutral building tile and continue directly with phase B. You may start on the same building tile as other players.

I understand it like you, that you can start at any neutral building you want. This will lead to some serious thought process at the beginning of the game especially when the neutral buildings were chosen at random.

Just to clarify, does it mean you can start how close to Kansas City as you like, as far you start on a neutral building space.

That is correct. You could, if you want, start on the last neutral building and then, on your second turn, arrive at Kansas City.

...and that could be really interesting start if you already have a good hand (worth 6 or 7) and the last neutral buildings (those close enough to KC to be assured to reach it with the next move) have something interesting to offer.
