We played this last night and one player had the butcher card allowing him to kill as many guests as he wanted. THe way he played it he was able to kill about three low ranked guests each round using two 'gun' cards over and over as he didn't have to discard them after each kill. Is that correct? It seems too powerful.

That play was incorrect.

You always have just one action on your turn, which consists of the steps (for the bribe/kill/bury/build actions):
1. Choose a card (and here the Butcher can choose as many as he can afford)
2. p(l)ay the cost
3. Reclaim the cards with an aptitude to the given action
4. Perform the action (killing: turn the guest card(s) over
