This would necessarily need a destructive legacy type implementation. You could have start world cards without any powers and have a set of power tokens you could add. For instance for explore you could have tokens for: +1, +2, +1/+1

I was thinking that placing a 6-cost dev or a high value world might be the trigger for gaining a token on your start world. Perhaps your highest value card (over a certain threshold), though that doesn't work so well with things like Trade League which don't usually score that well.

Having the universe evolve after each game, unfolding a backstory, could be an option.

Using the expansions, there are enough cards to allow playing with a subset of the deck each time. Start with 70-80% of all the available cards, then add or remove some cards based on story events.

E.g. the Empire starts strong, a galactic recession leads to less developments being available, and miscontent arises, leading to more Rebel Cards. Meanwhile, research on the uplift species' genetic code may lead to discoveries on their Alien progenitors...

I'd say that each starting world needs to have some unique aspect that it alone has(just to be different). Maybe a resource production type or a keyword(like IMPERIUM)..

Then you need several sets of abilities that get added on to that. Maybe a set of powers for each phase?

Also at least one set of negative abilities.

I prefer the "fable" mechanic in Fabled Fruit to the "legacy" mechanic. Basically, as cards are claimed they are replaced by new kinds of cards from reserve decks. Depending on which cards are actually claimed, the available cards and actions can vary significantly over several plays.

For a RftG implementation, maybe once planets and developments have been played they are removed from the game and they are replaced by an equivalent number of cards from an expansion? That way the game evolves with each play without needing to actually alter it permanently.
