In both rulesets, you speak of a 4 player or more free for all. In first edition you only deactivated target cards when the accompanying card was a single target. In second edition you deactivate the target card no matter what the targeting type of the accompanying card.

Is it not true that these rules also apply to the 3 player free for all, if players were so inclined to play?

Hey, first off thanks for doing your homework .

You never deactivate target cards in a 3 player game because it'd be obvious who is being attacked every turn and it screws stuff up. Also you should really use the quick draw rules for a 3 player game.
