The original game system requires to have a player to have the evil characters and anti-civilian units enter play.
Why not having them show up also in solitaire play trying to make the undead succeed?
It's just a question of refining the SoP a bit.
Here is a typical start set-up for the toughest solitaire game level.
Note: As an owner of the 2nd edition I did not throw away all the good stuff. The "old" civilian units now serve as "sentries"; just a bit of firepower and local defense forces for the good guys.
Let's see what the game play will provide ... when and where the bad guys show up is unknown, of course.
But there will be some intel ... hopefully enough to prepare the defenders a bit.

Supply Room Discovered
Ingeburg captured by a Red Zeds unit.
Rumors: Some sinister things are happening at Beauxville and Lefty's Pass.
Game turn 2
N. Towers arrived in the Mountains.
Scouting Parties Deployed
Contamination in the Hospital
Lefty's Pass in flames.
Red Zeds terrorizing Ingeburg eliminated by gunfire.
The Chromotechnics Lab captured by the undead.
Secret Path discovered at the university. No one dares to enter it. A sign says: Off limits. Dr.M.
Here are the currently collected intel cards:
The moment a location has collected 4 red dots, an evil unit will show up there.
All those cards must be either applied or removed from play. Only the light green cards and some black cards are actually phased event cards.

Lefty's Pass was in the focus then.
Some special Event cards modify the standard events:
This event had to be executed twice.
And the second time, it was modified by increasing the amount of activated tracks.
The scratchbuilt token serves also to randomly select tracks as required (there are 5 of those tokens).
Game turn 4
A Breakthrough! part 2
East Irek lost to the Zeds.
The defense of the university was successful, but all sentries were KIA.
N. Towers recaptured Lefty's Pass ... she left no enemy alive.
Order restored in Lefty's Pass and Ingeburg.
The Mine had become another prime candidate for an evil unit appearance.
