When can Sensor Echo be used?

Is it only at the end of the activation phase? Because it seems like the time that it would be revealed as an echo would be when targeted for attack (the enemy then discovers that they were targeting an echo).

It's just extra movement. It only takes effect as an action after moving unless you have a card that says otherwise.

Sensor Echo is an action, it happens when you take your action after your movement unless a special rule says otherwise.

It's harder for Klingons and Romulans to get extra actions as a rule, so even though sensor echo is potentially a powerful ability, it doesn't get used as often as it might otherwise. Martok 8 or the Klingon Flagship (now retired) can help with that in faction.
