Does this mean, then, that Dark Elves can be attacked if they have one normal meeple and one hero meeple on the board, since their level 2 ability uses the regular meeple symbol?

Or, rather, Frost Giants, Water Elementals, Birdfolk, etc ... their abilities specifically only apply to regular meeples?
