Finally got around to unpacking my copy of 1844/1854 and I am unable to make sense by comparing the 1854 train cards I have to the phase sheet.

By analogy with other games I expected that perhaps the trains would be different on each side, but this is not the case; every 1854 train card is the same on both sides. Because of this, I do not understand what the "count" on the phase sheet is supposed to mean, for phases where more than one train type is available. The rulebook gives the usual rule: the next phase begins when the last train of the previous type is sold, taking into account only non-plus trains.

The train deck I actually have contains:

6x 1+ (yellow)
6x 2 (yellow) (the phase sheet says 2/1+: 6; there are 12 trains here)
4x 2+ (green)
3x 3+ (green)
5x 3 (green) (the phase sheet says 3/2+/3+: 9; there are 12 trains here)
4x 4 (green) (the phase sheet says 4: 6, but I only have 4)
3x 5 (brown) (the phase sheet says 5: 4, but I only have 3)
2x 6 (brown) (the phase sheet says 6: 4, but I only have 2)
6x 8 (gray
5x 8OE (gray) (here the number isn't so important)

This is 44 cards, which agrees with the component count in the rulebook, but other posts have remarked that many of the rulebook component counts are in error.

Is my train deck correct, and the counts on the phase sheet are nonsense? Or are there some train cards missing?

It appears the chart is off. See also this thread with the same question.
