after 5 rounds,
If there is a issue without anyone's card (0cp vs 0cp), then what's happened?

Does the player with the initiative win the issue?
Or no one win the last issue?

From reading the rules, the player who has initiative would win the it.

The last sentence from the "Ending The Debates" sections states
'If both players have the same total, the player with the initiative wins that issue.'. (my bolding for clarity)

0 is the total for each player, so the one with initiative wins.

Yep - Initiative in the debates is pretty sweet for that reason.
