I'm new to this game (and to the COIN) series, so excuse what may be a dumb question...
What's the criteria for placing the different factions bases?

I'm not sure what you mean by "criteria": do you mean the mechanics through which a Base can be placed on the map, or the reasons why you would want to place a Base somewhere in the first place?

If the latter:

Coalition: Place to enter Government cubes. Way to prevent Government siphoning off Aid in Govern SA. Rally point for Government Troops in Redeploy during Propaganda Round.

Government: Place to enter Government cubes. Rally point for Government Troops in Redeploy during Propaganda Round.

Warlords: Recruit more Guerrillas in a space with a Base, or hide Warlord Guerrillas. Only place to do a Traffic SA. Source of Resources in the Propaganda Round.

Taliban: Recruit more Guerrillas in a space with a Base, or hide Taliban Guerrillas. Only place to buy Sharia during a campaign. Rally point for Guerrillas and major source of Resources in Propaganda Round. Necessary to have at least some Bases on the map to win.

Also, if one faction has two Bases in a space, that means no one else can have any there.

Oh.
Well.

It's in the rules, sections 3.2.1 (Train), 3.3.1 (Rally), 4.2.1 (Surge) and 4.5.1 (Cultivate).

Basically:
- Coalition puts its bases down anywhere COIN controlled or Kabul through Surge;
- Government and Taliban convert pieces (3 and 2, respectively) into Bases through Train and Rally (Government needs a Coalition Base or Kabul, Taliban needs a Neutral, Opposition or Pashtun space);
- Warlord places Bases in a populated space selected for Rally or March and with a dominance of Warlord Guerrillas, via Cultivate.
