Preface

I bought the game "Wir sind das Volk" (We are the people!") from Histogame some weeks ago for to use it in management seminars.

After a first glance on the box exterior and interior, I shuffled the pawns and draw the cards for a first try, just using the time span of the first decade.

It was quite interesting how the game felt and how the mechanics went, BUT I also realized that I definitely need another, a REAL game to play!

So here is the AAR of my first "real" play, going through the whole thing, approaching all the four decades -if possible- and see and experience what the game can tell me as a German about what happened decades ago!!

Here we go with the starting positions:
* setting up of 3 blue unrest counter each in every province and 2 socialist counter into the socialist holding box.
* setting up one West (yellow) industrial counter onto Hamburg and Dortmund each and one East (red) factory onto Berlin and Bitterfeld each.
* the card deck is shuffled and dealed to display 7 cards face up on the top edge of the game board and 2 each to both (East and West - all included in my solitaire brain) players.
* the special card for I. Decade is put on top of the stock

I. First Decade,
I.1 First half-decade

I.1.1 Western player starts (for his higher prestige value):
* playing "Berlin Air Lift" card from stock to
-place 1 factory in Stuttgart (on 1),
-remove 2 unrest counter in Berlin (West)
-shift the Western currency marker 1 box to the left.

I.1.2. Eastern player
* playing "Monetary Reform in the East" card from stock to
-placing 2 factories in Leipzig and Jena (on 1 each) and
-shift the Western currency marker 1 box to the right again.

I.1.3. Western player
* playing "The Miracle of Bern" card from stock to
-remove 2 unrest counter in Baden-Württemberg and Nordrhein-Westfalen (1 each) and
-shift the prestige marker 2 boxes to the left

I.1.4 Eastern player
* playing "Göttinger Eigtheen" card from Stock to
-place 2 unrest counter in Nordrhein-Westfalen, summing up to 4 and trigger a mass protest marker in the province
-shift the prestige marker 2 boxes to the right.

I.1.5 Western player
* playing "The Wirtschaftswunder" card from stock to
-gaining 3 building points to build 1 factory in Bremen (on 1), 1 infrastructure line between Bremen-Hamburg and 1 factory in Mannheim (on 1),
-remove 1 unrest counter in Nordrhein-Westfalen to remove the mass protest marker and
-place 1 unrest counter in Sachsen, summing up to 4 and trigger a mass protest marker in the province.

I.1.6 Eastern player
* playing special card "Russian tanks" from the stock to
-remove the mass protest marker in Sachsen and
-remove 2 unrest markers in Berlin and Sachsen (1 each)
-shift prestige marker 1 box to the left and
-shift the socialist marker 1 box to the right
-place the card with its 2 flight symbols to the bottom game board for later use

I.1.7 Western player
* playing "Stalinist purges" card from stock to
-gaining 1 (Western) building point to place a factory in Mannheim (on 1)
-remove 1 Eastern factory in Bitterfeld
-shift socialist marker 1 box to the right
-place card to bottom of the game board for later use with pink police power symbol

I.1.8 Eastern player
* playing "Stasi is founded" card from stock to
-remove 1 unrest in Sachsen and
-shift prestige marker 1 box to the right,
-place card to bottom of the game board for later use with red police power symbol

I.1.9 end of first half of decade after last displayed card from stock was drawn and played

I.2 Seven cards are drawn from hidden pile and displayed on top of game board as stock.
* placing the card with its flight symbol to the bottom game board for later use

I.3.1 Western player
* playing "Dismantling industry in the East" card to
-dismantle 3 factories in Berlin, Leipzig, Jena (1 each)
-place 1 unrest counter in Thüringen to sum up 4 and to result in a mass protest (placing "We" marker onto the province and
-shift the socialist marker 1 box to the left

I.3.2 Eastern player
* playing "Joining the Warsaw Pact" to
-build 4 factories (2 in the CSSR and Poland each),
-place 1 unrest marker in Sachsen and
-shift prestige marker 1 box to the right

I.3.3 Western player
* playing "West Germany granted sovereignity" card from stock to
-gain 2 build points (by building 1 factory in Bielefeld and 1 extra in Stuttgart) and
-shift the prestige marker 1 box to the left

I.3.4 Eastern player
* playing "Founding of the FDJ" from stock to
-place 1 unrest counter in Nordrhein-Westfalen to sum up 4 and trigger a mass protest (by placing a "No" mass protest marker onto the providence,
-remove 1 unrest marker in Thüringen (deleting the mass protest marker also) and
-shift the socialist marker 2 boxes to the right

I.3.5 Western player
* using card No. 8 ("Saar Protectorat") from stock for action of building up economy
-using 2 building points for building infrastructure lines between Bremen-Bielefeld and 1 factory in Kaiserslautern

I.3.6 Eastern player
* using card no. 13 ("Monetary Reform in the West") from stock for action of building up economy
-using 2 building points for building factories in Berlin and Bitterfeld (1 each)

I.3.7 Western player
* using card No. 1 ("Land reform") from stock for action of building up economy
-using 2 building points for 1 factory in Wolfsburg and an infrastructure between Wolfsburg-Hamburg

I.3.8 Eastern player
* using card No. 2 ("Forced Merger of KPD and SPD") from stock for action of building up economy
-using 3 building points for a factory in Cottbus and 2 infrastructure lines between Berlin-Cottbus and between Berlin-Polska (1 each)
-placing the card with its 1 flight symbol to the bottom game board for later use

I.3.9 end of first half of decade after last displayed card from stock was drawn and played

I.4 End of Decade sequenze starts:
I.4.1 Flights
* shift flight marker 3 boxes (for flight symbols) and an additional 1 box (for red police power symbol) to sum up for 4 boxes shift to the right - leading in:
* leading in dismantling of infrastructure line between Berlin-Cottbus and the factory in Cottbus (flight marker is reset to 0)

I.4.2 Prestige marker in -1 box (left)
* adding 1 factory in Cottbus

I.4.3 Western Currency (WC)
* no income is gained by marker,
* 3 Eastern export factories in Berlin, Brandenburg and Sachsen-Anhalt (1 each) are shifting the WC marker 3 boxes to the right
* no further actions are needed

I.4.4 Police Power
* 1 red police power triggers dismantling of 1 infrastructure between Berlin and Polska

I.4.5 holding Living Standard (LS)
* no actions

I.4.6 internal comparison
* no actions

I.4.7 East-West-comparison
* no actions

I.4.8 Police Power Cards
* remove 1 unrest counter in Brandenburg for trading in 1 pink police power symbol

I.4.9 Socialists
* 2 additional socialists are put into the socialist holding box summing up to 4.
* No mass protests inflicted.

I.4.10 Checking for collapse
* no collapse

I.5 card deck of I. decade is removed and exchanged for II. Decade cards

I have not read the details yet, but the setup is already wrong (see rules 2.0) and it seems you (almost) always played the events (and not the points). Also, having so few connections on the board is "unusual", to say the least...

We can play a game on boardgamecore, if you are interested.

WC on +2 at the end of decade 1 is not possible, since there are only 2 positive steps in total.

...so what's "wrong" with the setup?? I just used the rule booklet in the box...

I can see why the OP sounded frustrated. It's a little unfun for the internet to jump on him when he just used the rules *gasp* in the box.
