1. List of rules differences between this and Thunder Alley? I've played Thunder Alley a long time ago, but I know a few people who liked that and would be interested in this. I just don't want to have to give them a full rules explanation if I can bullet point the changes.

2. Safety Zones: Do they only come out when the Event Card explicitly says so? Or every time there's a Yellow/Yellow+Red/Double Yellow?

Your wording here could be misinterpreted. Per 8.2 they come out for all yellow and yellow-and-red cards. So, the event card is telling you when there's a safety zone, but it's by the flag icon. The text doesn't always mention that. (If you meant that they come out only when the text specifies, then that's incorrect.)

They do not come out for double yellows. Instead, the double yellow restart rules are followed.

To bullet point the changes, off the top of my head:
* NPC cars.
* 2 car teams only.
* Conditional linking for Line movement (draft), and Solo movement.
* Wear markers with pit time indications & only one permanent type.
* Tire type choices & F1-style requirements of tire compound changes.
* More flag types & more different effects of event cards.
* Finish scoring--F1 style top-10 only.

I think that's the main differences, though I'm sure someone will correct me.
