What purpose do these counters, and those similar to them, serve?

I think I'm correct in saying that you flip them over to indicate a multi-unit formation has been fueled as per OCS rule 12.5c (a). They are also mentioned under rule 13.7, Formation Markers. They can be used to indicate where the formation is on the map if you stack all or some of the units of the multi-unit formation in the same hex to save on stacking.

Those are used, if you want, for marking when a multi-unit formation is fueled. Simply turn it around. I think some people also use it for added FoW to mask multi unit formations. You keep them out of the map and simply place that counter. Just one counter helps disguise where the formation is.
