It took me several dozen games to finally win a 3-player basic game. I've now been able to win a 4-player basic game and a 3-player TGS expansion game. Still pretty tough to win.

Watch how it's winning.

The AI is trying to win the game by scoring the most points.

It doesn't try to find the most thematically integrated set of cards.

Also, it takes a lot of risks. It often does naked sale on the first turn assuming you're settling, and you can screw it with an explore/develop (in a 2PA game).
It rarely keeps card which might be put down later, like a human often does. It agressively put down cards at every opportunity and sales often to draw a lot.
Turns out, it's often an effective strategy. With 3 or more players, it's likely that one of the AI gets lucky draw and scores fast. 2PA is less hard to win.
