I solved this, but don't see the logic in the encryption... any hints?

I'm still working on the ciphertext on the back page of the rulebook...

Since they have intentionally left those off the web-published PDF of the rulebook, it seems the designer or publishers should be given the right to reveal those themselves.

They were very fun to solve though, and represent a very cool easter egg for game owners. kudos to the designers!
