Just for the fun of it i was looking at building a couple of decks:

"Order all-stars" & "Destruction all-stars" - a mix of all the appropriate factions + relevant neutral cards.

Has anyone got any thoughts on a decent capital power to make this fairly balanced against faction specific decks?

Something like:
"Order" - Start with 3 extra cards
"Destruction" - Start with 3 extra resources

??


This would be to throw into multi-player games.

Honestly, the special abilities for the Hidden Kingdom capitals were there because the four neutral factions were woefully under represented in the game, and they really only had a single deck archetype each (in contrast to the other faction's mono options). So, all their flexibility came from either being mixed with another faction, or sticking as close as possible to their capitals.

In general, I really wouldn't recommend giving players from other factions, those kinds of abilities up front. You might do a setup round, where everyone spends a set amount of resources. But, I wouldn't recommend slapping 3 resources on one player and 3 cards on the other, because, if nothing else, 3 cards in your hand are far more valuable than 3 resources.

Maybe the neutral capital boards could contain a loyalty icon of each of the races, just to make it that little bit easier to get the various factions out on the table together.

Honestly, the best option might be to select quick-start card sets. Where you'll begin the game with four or five cards in play in addition to your capital.

That would also let you create multiple pools for the normal races, and allow you to mix them up a bit more. You could then pick between the Embassies and alliance cards if you wanted to go off faction in some specific way.

The important thing would be to try keeping everything balanced between the factions.
