I've played the basic game a couple of times and am now hoping to get in some plays of the advanced game.

Looking at the Reserve Fleet Actions the Colonial Support seems really powerful. 15vps for the cost of just two resource cubes.

Did this seem balanced when play tested. Maybe it just looks good from the basic game point of view.

It is good but it doesn't always get used. The 4 cost actions to jump along the culture track or to get a free research are to my mind more power per resource.

The campaign action to get a second move can be devastating - especially if you have movement technology or say assimilate (so you have more fleets) and time it so you move last in a turn, so you get in effect get a double move.

All the reserve fleet actions are good - it's up to the players to decide which are optimum for them at a particular point in the game.
