1. SPOILER FOR EVENT CARD
Spoiler (click to reveal)
1. On the new event card, "The Pirate King Demands Respect," at the bottom it says that the raided player gains 1 glory. Is this only if the pirates roll 0 or 1? It's not clear if this is totally connected to the last paragraph.

2. For "The Vengeful" why would you ever want to take enmity back during the first winter? Is that just a "maybe it will matter later" rule?

3. How does permanent enmity end up on provinces? Is that from leftover At-War-With enmity?

Yes.

3. Rules, "Determine Enmity", page 21. Are you perhaps missing that each province is a region?

I understand that provinces are regions, but how would enmity end up there? Raids on provinces place enmity on to province boards.

Is the resolution then that enmity that is on a province board but has not yet moved to the at-war section is the only enmity that becomes permanent?

Enmity on a province board is considered to be within that region (the province). That's what the province board is for, it shows what's in that province.

The province board is a representative of your province. Any that is left over at the end of the game that has not been taken back by other players with reputation and fortune becomes permanent.
