This is a simple Mulligan Rule for Allegiance.

After players draw their starting hand of 2 Basic Units, 1 Action, and 1 Elite Unit. However, after looking at their starting hand cards, each player can have the option to Mulligan. Set aside however many number of cards to discard face-down and draw upon the equal number of cards that are discarded from the respective deck.

Then shuffle those discarded card into the relevant draw pile.

Instead of drawing 2 Basic Units, 1 Action, and 1 Elite Unit. Players can choose to draw from whichever deck they want up to 4 cards. For example:
2 Basic Unit and 2 Action
1 Basic Unit and 3 Action
3 Basic Unit and 1 Action
