The Plateau of Targa enemies seem a little dull. The swamp gets the snake men, which are quite interesting.

Which is the best expansion for adding Targa-specific threat cards and enemies?

This guy. Shadows of Brimstone: The Guardian of Targa XL Enemy Pack. He is tough and takes a while to take down. He is dangerous from afar and up close. He is also a really cool mini.

Targa doesn't have a deluxe expansion like Jargono and Cynder do (Serpentmen and Beli'al), but it does have the Guardian, the Custodians of Targa, and the Trun Hunters.

I like the custodians, they make standing next to them a problem with their shock ability, and their penchant for repairing each other and pylons adds some tactics to the game.

Harvesters can pop up in any other world, including Targa.

The Trun hunters bring a nice challenge to the battle. They use assault so they get to move, take a free ranged shot at their target, then use their melee attack against their target. If you are wounded from the melee, you get knocked back. If you get knocked into a wall, you take even more damage. Also, their defense scales with your posse level.
