What if one or more players back out between game sessions? Is it possible to continue the campaign without having the same group of people? And is it necessary to maintain the same number of players each game?

There are some guidelines for what to do in case a person needs to miss a session, or if you want to add a new player in part-way through the game. (basically, they get 1 fewer point per game missed than the last-place player in that game, and they get a reasonable number of upgrades/improvements if they miss a several games).

Aside from some people missing sessions though, you probably will want to play with the same group - each player is going to control a province repeatedly and part of the fun is making long-term decisions for that province and watching them play out.

It's possible to continue, the back page of the rule book has the way to handle people missing games or jumping in late. I would suggest that if someone is replacing a lapsed player, it would be preferred for them to come in as the new leader of that province instead of their own one.

It's best to keep the group as constant as possible. As others have noted, the game has ways of dealing with players missing a game or two, or players being added or subtracted, but this will come with a bit of a disadvantage for the players who do so.
