When do events trigger?

a) Every time either a culture or happiness advance reaches the level (maximum of 6 per player per game).

or

b) Every time the level is reached by either a culture or happiness token (maximum of 3 per player per game).

I'm not sure I understand this well, so just to make it clear for others :
It's every time the happiness or culture cursor token reaches a space on the track where it's written "Event!" (Spaces III, V and VII), which is always a result of getting an advance that is either yellow or blue bordered. So 3 events per cursor token per player = Max. 6 event cards drawn per player per game.
