Tonight was our first time playing the game and we had someone way out in front run out of road, and the way we understood this situation was they simply draw a tile blind to continue moving forward until they are out of movement points. Well she drew a ramp, which meant two more tiles had to be put out. The second was also a ramp, two more tiles. Now she was over the 8 tile limit of being able to extend the lane she was in compared to the shortest lane.

We played that since she was not placing the tiles, but instead had to continue her forward movement, she could break the 8 tile limit. Was this correct?

Since you were in the movement phase of the turn and not the tile placement phase, that is what I would have done.
