If the tenant refuses the offer does the offer money get returned to the player making the offer?

As I read it, yes, and the owner has to match the offer as well (and give it to the rejected partner).

Looks like you are struggling with the English as well?

We've now played this game and this is how we played it:

OFFER FOR PARTNER
If accepted: tenant keeps the offer.
If rejected: tenant keeps any counterfeit cash and returns the rest of the offer to the offering player. Tenant then pays an equal amount of cash (not counterfeit) to the bank.

OFFER FOR TAKEOVER
If accepted: tenant keeps the offer and replaces his marker with that of player making offfer. Any partners are removed unless they belong to offering player.
If rejected: tenant keeps any counterfeit cash and returns the rest of the offer to the offering player. Tenant then pays an equal amount of cash (not counterfeit) to the offering player.

I think the English rules suffered a bit of translation issues.

Okay re-reading the rules I agree that it is unclear. It sounds like if the offer is rejected both the offered money and the matched money from the tenant go to the bank. I am not sure even after having read both the english and german rules.

Sort of. The rules issues really spoiled the experience. But I think I'll make sure I know what will happen in each situation before we play it again and the game should be a lot of fun then.

We tried to play it yesterday, but the rules are so unclear.. there are even differences betwween english and french rules due to the words used and I bet both must also differ from the german rules.

We quitted after 3 rounds due to that.

I have finished several games - and I like the game more with every time I play it.

The only thing missing was an overview of the possible actions and its consequences - so I created that myself.

I don't find the German rules unclear, although the English ones have a few issues. But we finished our first game and I liked it quite a bit.

Hilko: What happens when a bid of tenance is rejected? Does the bidder get their money back? Does the other player have to match the bid and throw that out?

A bid for a partnership, you mean? Both players' money goes to the bank.
