At the start of the Presidential debate the opposition marker is moved to the debate box.

Does this mean the blocking dice rolls are applied?
So I roll a 5,3,2 and the opposition nominee is 1,2,5 "block" - does this mean I only get $3 in my campaign funds

That is a creative (and unanticipated) interpretation of "opposition blocking", but no, debate rolls are unaffected by blocking numbers (you would receive $5 in your example).
