Yes. Is that a big problem?

I downloaded the rulebook from the website and it's just a listing of various game concepts and definitions. I didn't happen to see a turn sequence or anything.

Are you looking for some sort of argument or something?

Yes, the game comes with several rulebooks. A tutorial, a reference, and guides for the missions. I dont believe anything else is available for download.

What's on the website is the same as what's in the box.

The "rulebook" on the site is mostly a glossary of terms and definitions.

The Dossiers are what introduce you to all those rules. Dossier 0 is the tutorial, then each subsequent Dossier continues the game further, typically introducing new rules and/or variations as you play.
