I can't figure out why the order of the building is fixed in the iOS version.
Does the physical game also reveal the building in a fixed order, or is this unique to the iOS version?

Having a fixed building order severely limits the replayability and makes it easy to come up with a strategy to win every time against the AI. Even playing against a human it gives someone who has played the game more, a significant advantage.
It seems akin to playing backgammon when you know what the dice rolls will be ahead of time. Sure you can employ strategy and the more experienced player will win more often, but why not have some amount of randomness in the game to add another dimension?
My suggestion is a pool of cards for each round that you shuffle and pull a fixed amount of cards from. This would keep the game fresh.

The buildings come out in a fixed order, but it hasn't hurt replayability for us. Maybe against an AI that always does the same thing it will be different, but we haven't found it to be limiting.
