Situation is a Union corps is in New Orleans. A CSA SP is in Fts. Philip/Jackson. A fort on the Mississippi prevents LOC up the Missippi R.

Is the corps in New Orleans out of supply?

Neither 2) nor 3) applies, so if 1) doesn't, yes, OOS.

The note is a limitation, not a new case, of the ability to draw supply. It implies that Union control is required for a port to provide Union supply beyond the port space.
