If you are slowed to 0 movement and by a dumbwaiter (e.g. water in haunt 65: sushi night or standing with an enemy), can you use the dumbwaiter with your 1 free movement?

I don't have the rule book in front of me to quote, but I believe to get from a room with a dumbwaiter to the landing above or below your floor requires two movement.

No. You need one *extra* movement to use the dumbwaiter.

From the rules sheet, under New Room Symbols:

So, if the Menagerie were on the basement, you could move from it to the Foyer by spending 2 spaces of movement; if it were on the ground floor, you could move from it to the Basement Landing or the Upper Landing by spending 2 spaces of movement. If you don’t have enough Speed to move that far, you can’t use the dumbwaiter.

So, sadly, the dumbwaiter will not save you from Fun Sushi Times.

I believe what is being asked about is the rule that regardless of penalties, you are always allowed to move one space.
