I am confused by how minor nations NRC are tracked/recorded.

First there are no minor nation NRC counters and the rules state that these are allocated to the major power that controls them. However are you supposed to track there actual allocation and spend?

For example Serbia starts with 4NRC, which for the sake of this example go to Britain. Is Serbia supposed to track the actual use of those 4nrc (if so how) or can it just draw on as many British NRCs as it requires?

This is further confused by 5.4 NRC Grants, which states that Major Powers may grant NRC to minor powers - but as minor powers have no counters to track expenditure, how is this shown?

must spend NRC, it is taken from the controlling major power pool.
