In the rules (12.8) "Supplies may be landed from space directly onto friendly units during the Supply Segment if the Space State is "parity" or better." And (11.18) states "Units being placed on the map by Space Transport Points, regardless of their point of origin (Fleet, System, Home Planet or shuttle) may not be placed in the same hex as an enemy unit, or in an unsuppressed enemy Zone of Control." Are supplies "units" in this regard and cannot, for example, be landed on friendly units stacked with enemy units regardless the Space State? Or is the only restriction on when and where supplies can be landed the Space State?

Second question is that according to the Space Superiority Effects Charts supplies are available for Space States less than "parity", i.e., -1 and -2. Since the Space State is less than "parity", can these supplies only be landed on Bases and Spaceports?

This pocket game (which should have been a full size box game) is a tactical, strategical, and operational simulation of future warfare based upon modern warfare.

Supplies (supply factors) are not combat units nor are they transport points - they are supplies. The rules (12.4)(5.0)(5.7) state that unsuppressed zones of control, inferring also unsuppressed air defense zones, disrupt supply paths unless there is a friendly unit in the hex. How can a unit offensively engage with the opponent without being supplied? It can't. A unit cannot attack without being supplied. Supply paths must extend to the attacking unit from another friendly unit creating a supply path from a spaceport, base, or transport company that carries supplies to the unit engaging in an attack, as long as the opponent's zoc is suppressed. This is regardless of the current space state.

A player's ground units cannot be supplied directly from orbit using space transports (inferred) if the player is at an operational disadvantage; which means if your space state is less than parity (-1 to -6) you cannot supply your units directly from orbit. You cannot conduct combat operations effectively since the opponent has the operational advantage of space superiority. You must then send your supplies from orbit directly to bases or spaceports - all of which have a limited capacity to stockpile supplies.

Yes, supplies only be landed on Bases and Spaceports if the Space State is less than parity. These locations are the only stockpiles of supplies on Cerberus. Transport companies transport supplies from these locations, or can be supplied directly from orbit if the space state is parity or better. You may have the capability of receiving from orbit more supplies than you can stockpile, which means you cannot take all of the supply factors (supplies) that are delineated on the Space State Chart.
