In your game experience do you find this to be a challenge ?
Last evening although we enjoyed playing this game we struggled most of the time as to what player had already moved/not moved some of his pieces.

Do you think it would make sense to create small counters to place on territories which pieces have been moved ?

we are not fan of putting the pieces on their sides as it increases the length of the mini`s in small territories and causes a new problem.

Same here.

Trying to remember... we may have been mostly going by territory.
