Mayday Premium Tribune sleeves do the job, with caveats.
They're really long, so you'll need to trim them down. On my little Fiskars cutter I'm linking up the bottom edge just to the lower edge of the 2 3/4 line and getting reasonably tight.
They're also a tiny bit wide. If you've used Intra Pro board game sleeves (not their standard size), it's like that, about a 1mm gap in both sides. The cards don't shift in the premiums. They DO if you try their thin version of Tribune sleeves.
Finally, as you likely expect, the decks won't fit back in their slots.
I ordered 5 packs (250 sleeves) for the game and its expansion, but the expansion doesn't add many cards.
You may need to build a custom deck tower for the Guard player, as it was already a pile of cards, so the toppling likelihood is pretty high when sleeved.
Hope this helped someone.
