It's a little unclear to me from the rules exactly how a trade is supposed to proceed. It says that the active player can propose a trade to one other player, who can accept or reject it. If the trade is rejected, then the trade card hasn't been activated. Can the trading player propose as many trades as he/She wants to each other player until one is accepted? or can only one trade be offered it to each other player once for each trading card until one is accepted? Or, is this really just open trading in practice, where you ask everybody if they are interested in trading and then pick someone?

In practice, it's really open trading - you can ask if anyone wants to trade with you, or if they have a resource you want, or if they want 1 or more specific resources, etc. and look for takers. It's one trade per card, and you can only trade with each player once per turn.
