The rules say: If the active player is attacking a City then the defender must declare, before any cards are played, what the terrain type of the city will be.


Can the city terrain type ever change? In other words, can the city defender declare 'mountains' (for example) the first time a specific city is attacked, and then later in the game declare the terrain of the same city to be 'hills' or something else?

Yes, the point in declaring the terrain is to give the city defender an advantage in card choice in the battle for the city. You aren't really declaring the land type that is under the city.

So, yes, you can declare it to be something different each time.
