Can fleets be docked in a port that is under unrest? If yes, does that include during the winter phase?

I'm not sure if I'm just not looking in the right place in the rulebook, but I cannot find anything related to my question. I know units cannot be built in a space under unrest, but I didn't see anything in the rulebook related to my question.

I don't see anything in the rules preventing a naval unit from moving into a port in unrest during normal movement or during Winter. Note that the rules do say that unrest cannot be placed in a city with naval units present (except by play of Book of Common Prayer and Carlstadt's debater ability).

I guess fleets count as troops for that purpose?
Do you know if a fleet present in a space can remove unrest like a troop can?

No, the rules specifically state "land units."
